Inspection is one of the key links to ensure the safe operation of ships and water facilities. The Maritime Traffic Safety Law, the Regulations on the Administration of Inland River Traffic Safety, and the Regulations on the Inspection of Ships and Water Facilities all have regulations on the inspection of ships and water facilities. The Regulations on Ship Inspection Management are departmental regulations formulated by the Ministry of Transport based on the above three laws and regulations as well as relevant international conventions to which China has joined, which comprehensively regulate the inspection of ships and water facilities. According to the Regulations on the Administration of Ship Inspection, statutory inspection refers to the mandatory inspection carried out by the flag state government or its recognized ship inspection agency in accordance with laws, administrative regulations, rules, and statutory inspection technical specifications on the safety and technical conditions of ships, water facilities, marine products, and shipping cargo containers. Statutory inspections mainly include construction inspections, regular inspections, initial inspections, temporary inspections, towing inspections, trial inspections, etc. The statutory inspection of ships and water facilities has the characteristics of multiple types, wide coverage, and complex content. This article mainly introduces the construction and inspection of ships and water facilities, and explores some problems that exist in practice.
